Salary: R 1 266 714 per annum (all-inclusive remuneration package)

The remuneration package consists of a basic salary, the employer’s contribution to the Government Employees Pension Fund, and a flexible portion that may be structured in accordance with applicable guidelines.

Purpose of the Role

The purpose of this position is to provide practical and meaningful sector support, including the development and resourcing of enterprises within the tourism sector.

The role focuses on strengthening Micro, Small and Medium Enterprises (MSMEs), improving market access, and designing support instruments that promote sustainable growth within the tourism industry.

Minimum Requirements

Applicants must possess a SAQA-recognised qualification at NQF Level 7 in one of the following fields:

  • Tourism Development
  • Tourism Management
  • Economics
  • Financial Management
  • Public Administration
  • Public Management
  • Or an equivalent qualification

A minimum of five years’ experience in an appropriate field at Middle or Senior Management level is required.

Essential Knowledge and Competencies

Candidates must demonstrate thorough knowledge of the MSME development environment and an understanding of the development finance landscape.

Key competencies include:

  • Monitoring and evaluation

  • Project management
  • People and financial management
  • Policy formulation and implementation
  • Knowledge of the Public Finance Management Act and Treasury Regulations

A valid driver’s licence and willingness to travel are required.

SMS Pre-Entry Requirement

Completion of the SMS Pre-Entry Certificate is a compulsory minimum requirement for appointment.

Key Duties and Responsibilities

Reporting to the Chief Director: Enterprise Development and Transformation, the successful candidate will provide strategic leadership and ensure alignment with departmental objectives.

Primary responsibilities include:

  • Managing the continuous development of the Enterprise Development information portal
  • Coordinating online training programmes and call centre services
  • Negotiating partnerships to strengthen and expand the portal
  • Monitoring and analysing portal usage

Tourism Market Access and Enterprise Support

The Director will facilitate tourism market access training and coordinate market opportunities for emerging enterprises.

Responsibilities include:

  • Identifying market exposure and training opportunities
  • Coordinating trade and partnership opportunities
  • Monitoring project implementation and evaluating impact
  • Supporting the development and incubation of tourism enterprises
  • Conducting MSME opportunity analysis and identifying tourism hubs

MSME Support Instruments and Incentives

The role includes leading the identification and design of technical, financial, and incentive instruments to support MSMEs.

Key functions include:

  • Designing financial support instruments
  • Developing technical and equipment support mechanisms
  • Creating capital incentive instruments
  • Rolling out approved incentives for MSMEs
  • Facilitating empowerment and technical support to tourism entrepreneurs

Sector Support Resource Implementation

The Director will manage the implementation of sector support resources and partnership initiatives.

This includes:

  • Developing and rolling out national awareness campaigns
  • Implementing Memoranda of Understanding with partners
  • Coordinating joint programmes
  • Mobilising and sharing resources with external stakeholders
  • Managing component resources in line with strategic objectives

Important Application Instructions

Applications must include only:

All fields in Sections A, B, C, and D of the Z83 must be fully completed. Sections E, F, and G may refer to the CV where space is limited, but the declaration must be signed and the question regarding conditions preventing re-appointment must be answered.

Only shortlisted candidates will be required to submit certified copies of qualifications and relevant documents before the interview. Foreign qualifications must be accompanied by a SAQA evaluation report when shortlisted.

Selection and Compliance

Shortlisted candidates, including SMS members, will undergo a practical assessment and an integrity assessment.

Candidates will also be subjected to personnel suitability checks, including criminal record verification, citizenship verification, credit checks, qualification verification, and employment verification.

Senior Management candidates may be required to undergo a two-day competency assessment. Appointment will be subject to signing an employment contract, performance agreement, annual financial disclosure, and obtaining the required security clearance.
