Main Purpose of the Role

The Procurement Lead will oversee all purchasing activities to ensure that goods and services procured are cost-effective, high quality, and compliant with organisational standards.

The role includes supervising stock-related functions, maintaining supplier relationships, evaluating supply options, approving purchases, negotiating pricing, and ensuring full compliance with internal policies and donor requirements.

Key Performance Areas

Policy Implementation and Compliance

  • Implement relevant procurement policies and procedures
  • Provide training and support to staff on policies, procedures and SOPs
  • Ensure compliance with donor and provider requirements
  • Follow BEE supplier requirements without impacting service delivery
  • Provide quarterly BEE expenditure reports per supplier

Procurement and Supplier Management

  • Oversee and identify procurement needs
  • Develop and maintain a preferred supplier database
  • Ensure the Vendor Supplier list is up to date
  • Complete documentation to add vendors to the WHC supplier list
  • Continuously negotiate for reduced pricing and improved reseller rates
  • Evaluate suppliers to secure reseller and academic pricing
  • Attend tender briefings and compile RFQs and tender documents
  • Expedite material receipts and manage supplier delivery risks
  • Ensure correct items are delivered before sign-off

Financial and Budget Control

  • Procure goods and services within budgetary guidelines
  • Monitor and control budgets for individual and special projects
  • Ensure finance records align with Purchase Orders
  • Resolve discrepancies within required timeframes
  • Provide accurate pricing proposals to stakeholders

Stock and Inventory Management

  • Ensure adequate spare stock levels are maintained
  • Report weekly and monthly on stock capacity and availability
  • Communicate stock shortages and take corrective action
  • Ensure stockrooms are clean, organised and properly labelled
  • Monitor security and access control in storerooms
  • Manage delivery notebook entries for all WHC customers

Logistics and Documentation

  • Manage shipping of products, including online purchases
  • Ensure all delivery and pick-up documentation is complete
  • Maintain full documentation for repair of faulty equipment
  • Ensure communication and payment processes are compliant
  • Compile and maintain all procurement-related data

Minimum Requirements

Education

  • Diploma in Procurement

Work Experience

  • Minimum 3 years’ experience in Procurement
