Salary: R 1 494 900 per annum (all-inclusive remuneration package)

The remuneration package includes a basic salary, the employer’s contribution to the Government Employees Pension Fund, and a flexible portion that may be structured according to applicable guidelines.

Purpose of the Role

The purpose of this position is to facilitate the efficient management and implementation of demand-led skills development initiatives within the tourism sector.

The successful candidate will provide strategic leadership to strengthen human resource development systems and ensure alignment with national tourism objectives and departmental priorities.

Minimum Requirements

Applicants must possess a SAQA-recognised qualification at NQF Level 7. In addition, a minimum of five years’ experience at Senior Management level is required.

Candidates must demonstrate proven strategic management and leadership capabilities, supported by strong organisational and governance experience.

Essential Knowledge and Competencies

Applicants must demonstrate sound knowledge and understanding of the tourism sector and stakeholder management dynamics at all levels.

Key competencies include:

  • Human Resource Development and community facilitation
  • Skills Development Act and Tourism Act
  • Public Service regulatory frameworks and departmental procedures
  • Programme and project management
  • People and financial management
  • Policy formulation, analysis, and implementation
  • Public Finance Management Act and Treasury Regulations
  • Change management and client orientation
  • Communication, facilitation, and advanced writing skills
  • Problem solving and analytical ability
  • Computer literacy

A valid driver’s licence and willingness to travel are required.

SMS Pre-Entry Requirement

Completion of the SMS Pre-Entry Certificate is a compulsory minimum requirement for appointment at Senior Management Service level.

Details regarding the pre-entry programme are available from the National School of Government website at https://www.thensg.gov.za/training-course/sms-pre-entryprogramme/. The certificate must be completed prior to appointment.

Key Duties and Responsibilities

Reporting to the Deputy Director-General: Tourism Sector Support Services, the successful candidate will oversee the Directorates responsible for Tourism Sector HRD and Governance, as well as Programme Planning and Implementation.

Core responsibilities include:

  • Coordinating effective governance of tourism sector HRD initiatives
  • Managing planning and implementation of sector HRD programmes
  • Overseeing execution of tourism human resource development strategies
  • Establishing partnerships with institutions of learning and tourism stakeholders
  • Managing programme resources in alignment with strategic objectives

Important Application Instructions

The Z83 form must be the new version, obtainable from any Public Service Department or from www.gov.za/documents. Applications submitted on the old Z83 form will not be considered.

Each advertised post requires a separate, fully completed, initialled, and signed Z83 form. Sections A, B, C, and D must be completed in full. Under Sections E, F, and G, applicants may refer to their CV; however, the declaration must be signed and the question regarding conditions preventing re-appointment must be answered.

Only shortlisted candidates will be required to submit certified copies of qualifications and relevant documents before the interview. Foreign qualifications must be accompanied by a SAQA evaluation report when shortlisted.

Selection and Compliance

Shortlisted candidates will undergo two pre-entry assessments: a practical assessment to evaluate technical and generic competencies, and an integrity assessment.

Candidates will also be subjected to personnel suitability checks, including criminal record verification, citizenship verification, credit record checks, qualification verification, and employment verification.

Senior Management candidates may be required to undergo a two-day competency assessment. Appointment will be subject to signing an employment contract, performance agreement, annual financial disclosure, and obtaining the appropriate security clearance.
