Job Overview
Transnet Port Terminals is seeking a Governance & Reporting Manager to oversee governance, compliance, and risk management processes within the Supply Chain Management (SCM) division.
The role focuses on ensuring that procurement processes comply with policies, regulatory requirements, and governance frameworks. The successful candidate will also lead compliance monitoring, risk mitigation strategies, and reporting activities across the supply chain environment.
Position Purpose
The Governance & Reporting Manager is responsible for managing and implementing Supply Chain Management policies, governance frameworks, and compliance procedures.
The position ensures that procurement activities align with legal regulations, internal policies, and risk management standards while supporting fraud prevention and effective governance within SCM operations.
Key Responsibilities
Strategic Leadership in Governance and Risk
- Lead governance and reporting functions within the Supply Chain department.
- Manage Governance Specialists and Risk, Compliance, and Assurance teams.
- Drive implementation of compliance and risk management frameworks across SCM operations.
Compliance and Risk Management
- Ensure adherence to procurement regulations and internal control frameworks.
- Develop and implement fraud prevention and detection strategies within Supply Chain processes.
- Conduct compliance reviews and mock audits for tenders and awarded contracts.
- Review and update SCM risk registers to address emerging risks.
Procurement Compliance Oversight
The manager will ensure procurement processes comply with legislative requirements and internal policies by:
- Conducting compliance gateway reviews for tenders and contracts.
- Monitoring procurement processes such as demand management, tender management, procure-to-pay, and contract management.
- Implementing Control Self Assessments (CSA) within SCM to reduce compliance risks.
- Providing expert guidance on risk management to procurement teams.
Stakeholder Management
The role requires strong collaboration with both internal and external stakeholders, including:
- Internal procurement managers and supply chain teams
- External auditors and governance bodies
- National Treasury and regulatory authorities
- Risk Management and Corporate Governance committees
The manager will also conduct training and awareness programs related to supply chain governance and compliance.
Functional Leadership and Team Management
The Governance & Reporting Manager will:
- Ensure corrective actions from supply chain audit findings are implemented within deadlines.
- Monitor compliance with governance frameworks across SCM operations.
- Review procurement submissions before they are submitted to regulatory authorities.
- Lead performance management, skills development, and succession planning for team members.
Strategic Initiatives and Process Improvement
Key responsibilities include:
- Managing Delegation of Authority (DOA) frameworks and templates within SCM.
- Conducting workshops to promote compliance with supply chain governance standards.
- Developing and maintaining procurement templates and internal process documentation.
- Safeguarding procurement records and ensuring secure document management.
Reporting and Monitoring
The Governance & Reporting Manager will oversee reporting related to risk and compliance within the supply chain division by:
- Identifying emerging risks and non-compliance issues.
- Standardizing procurement reporting across different regions.
- Providing reports and presentations to governance committees such as risk and fraud working groups.
- Monitoring compliance with the Public Finance Management Act (PFMA).
The role also includes preparing regular reports such as:
- Risk Heatmaps
- Executive Committee reports
- Contract Management reports
Minimum Qualifications
Applicants must meet one of the following criteria:
- Bachelor’s Degree or BTech in Supply Chain Management, Legal Studies, or Commercial disciplines.
- OR NQF Level 6 qualification with extensive relevant experience.
Required Experience
Candidates should have:
- 6–8 years of experience in supply chain management, governance, or legal compliance roles.
- At least 3 years of experience at managerial or specialist level.
- Experience working with procurement governance frameworks and compliance systems.
Knowledge Requirements
Successful candidates should possess knowledge in:
- Supply chain and inventory management practices
- Cost analysis and financial principles
- Total Quality Management (TQM) methodologies
- Procurement markets and supply chain benchmarking
- Risk management and governance frameworks
Key Skills and Competencies
